Throughout this series of guides, The Elections Group aims to identify principles, standards, and audit best practices that apply to the entire election administration process, not just voting machines and tabulation equipment.

The Elections Group created this tool to support achievement of the voluntary, nonpartisan Standards of the US Alliance for Election Excellence.

The recommendations outlined in these guides are grounded in the belief that there are opportunities to increase accuracy and public trust by auditing everything from the voter registration process to the way that ballots are accounted for and reconciled.

These resources are divided into two reports. This first report gives an overview of the current election audit landscape. It then advocates for a new election audit framework that uses principles and standards developed by a bipartisan group of election officials to develop and conduct high value election audits.

The second report provides election administrators with standards and methods for implementing high-value election audits. For each audit, the report provides background information, applicable standards, information on who should conduct the audit and when, and the processes and procedures.
